What is a tenant fit-out or change of use?

A tenant fit-out (tenant improvement) is the work required to adapt a commercial space for a new tenant's use, often inside an existing building. This can include new partitions, washrooms, accessibility upgrades, fire separations, mechanical changes, and electrical/lighting updates.

A change of use occurs when a space shifts from one occupancy classification to another. For example, converting an office to a medical clinic, a retail store to a restaurant, or a warehouse to an assembly space. Change of use projects often trigger additional Building Code requirements that didn't apply to the previous occupancy.

Even when the building shell already exists, many interior changes and change of use projects require a building permit. This is especially true when the work affects life safety, exits, plumbing, HVAC, fire-rated assemblies, or occupancy classification.

When a permit is commonly required

You may need permit drawings for tenant fit-outs and change of use projects such as:

  • Change of use (office to clinic, retail to restaurant, storage to assembly, warehouse to gym)
  • New or relocated walls, doors, or room layouts
  • New washrooms, plumbing fixtures, or kitchenettes
  • Accessibility upgrades (barrier-free routes, doors, washrooms)
  • Changes to exits, corridors, occupant load, or travel distances
  • Fire separations, fire-rated doors, or suite separations
  • Mechanical/HVAC modifications and ventilation requirements
If you're unsure whether your project qualifies as a change of use, we can help you confirm what your municipality will expect before you spend money building the wrong thing.

Small Buildings design (why it matters)

Many tenant fit-outs and change of use projects fall under Ontario "Small Buildings" scope (commonly up to 3 storeys and 600 m²). That category still has strict Building Code requirements, especially around:
    • Fire and life safety
    • Exiting and egress
    • Barrier-free design
    • Plumbing and ventilation
    • Construction details and documentation quality
Neo-Scenic Designs provides BCIN-certified design and permit drawing support for small building projects across Ontario, with a focus on clarity, compliance, and smooth approvals.

What we deliver (permit-ready drawing package)

Your fit-out or change of use drawings are tailored to the project and municipality, and may include:

    • Existing and proposed floor plans
    • Change of use documentation (occupancy classification, code analysis)
    • Life safety and code information (as applicable)
    • Door schedules and hardware notes (as needed)
    • Washroom layouts and barrier-free clearances
    • Reflected ceiling plan (when required)
    • Interior elevations and key details
    • Fire separation and fire-rating notes and details
    • Coordination notes for mechanical/electrical (and HVAC/energy support when applicable)

Goal: a clean, review-ready set that contractors can build from and municipalities can approve with fewer back-and-forth questions.

    FAQ

    1) What counts as a change of use (change of occupancy)?

A change of use happens when the Ontario Building Code occupancy classification changes. For example: office (Group D) to medical clinic (Group B), retail (Group E) to restaurant (Group A-2), or light industrial (Group F) to gym/assembly (Group A). Because each occupancy has different life-safety requirements, a change of use almost always triggers a permit review.

    2) Do I need a permit for a commercial tenant fit-out?

Often, yes. Permits are commonly required when work affects life safety or building systems, such as new walls/doors, exits, washrooms, plumbing, ventilation, fire separations, accessibility upgrades, or when the use/occupancy changes. If you’re unsure, we can help you confirm what the municipality is likely to require.

    3) What items does the municipality review most closely for change of use?

Typically: exits/egress, occupant load, fire separations and fire ratings, barrier-free/accessibility routes and washrooms, plumbing fixture counts, ventilation requirements, and impacts to fire alarm/sprinklers (where applicable). Clear drawings and a code-aligned layout reduce review cycles.

    4) How long does the commercial permit process take in Ontario?

Many municipalities target a 25-business-day first review once a complete application is submitted. In practice, change-of-use projects often take 3–6 months total if revisions are required or multiple review cycles occur. We recommend starting early so your lease and construction schedule aren’t forced into a rush.

    5) What do you need from me to start?

To move quickly, we typically ask for:

    • Project address + municipality

    • Current use and proposed use (what it is today vs what it will become)

    • Any landlord/base-building drawings (if available)

    • Photos/video walkthrough and key measurements (or we can arrange a site visit)

    • Your target timeline and any lease/landlord requirements

    6) Can you work with my contractor, trades, landlord, or property manager?

Yes. We regularly coordinate with contractors and stakeholders to reduce site questions and keep the scope clear. We’ll confirm what information we need from each party and keep the drawing set aligned with how the work will actually be built.

    7) What’s included in a permit-ready tenant fit-out drawing package?

It depends on the scope and occupancy, but commonly includes: existing/proposed plans, code and life-safety information, door schedules, fire separation notes, barrier-free layouts/details, and coordination notes for mechanical/electrical where required. If a reflected ceiling plan or additional details are needed, we’ll confirm that during intake.

    8) Do I need engineering (structural, mechanical, electrical)?

Sometimes. Engineering is often required when the project includes structural changes, significant HVAC modifications, new rooftop equipment, plumbing changes, or when the occupancy change increases code requirements. We can coordinate engineering quotes once the architectural scope is clear, so pricing reflects the real design.

    9) How do you quote change-of-use tenant fit-outs?

We quote in a way that avoids surprises. Architectural/drawing scope is confirmed first, then any required structural/mechanical/electrical work is quoted based on the finalized layout. This keeps engineering pricing accurate instead of relying on rough assumptions.

    10) What if the municipality asks for changes or revisions?

That’s normal—especially for change-of-use projects. We revise and respond to comments so you can keep moving toward approval. The goal is to reduce review cycles by submitting a clear, code-aligned package from the start.

    11) Can you help me avoid costly redesigns during review?

Yes. We focus on the items that commonly cause delays—exits, fire separations, accessibility, washrooms/fixture counts, ventilation, and occupant load—so the first submission is as complete and review-friendly as possible.

    12) I’m early in the process—should I talk to you before signing a lease?

If you can, yes. A quick pre-check can flag common deal-breakers (exits, washroom requirements, accessibility constraints, ventilation capacity, fire separation needs) before you’re locked into a space or timeline.

    13) Do you provide a stamp?

We provide BCIN-qualified design services and permit-ready drawings within our scope. Some projects also require professional engineering (P.Eng.) for specific components; if needed, we can coordinate that as part of the process.

    14) Can you help if I only need “as-built” drawings for the landlord?

Often, yes. If you need record drawings or a measured plan to support design, permitting, or landlord requirements, we can confirm the best approach during intake.

    15) What areas do you serve?

We support tenant fit-out and change-of-use projects across Ontario. If your project is outside our typical local area, we’ll confirm the best way to handle site information (photos, video walkthrough, measurements, or an arranged visit if needed).
